Step 1 : Outline face :eyes, nose & lips area. 

Step 3: Make eye lashes. While shading lips add light area to give it a shining look.

Step 4: Shade hair & Coat cap

Add rain drops. To give realistic look to coat focus on curves, its dark & light shade areas

For water drops on face & coat make small spheres keep half of it dark & rest light shade.

Mistakes: . The face is incorrect compared to original.
                . The angle is wrong < it should be more tilted>
                . Zero focus while making rain :/
